Non Asbestos Declaration Template
A non-asbestos declaration states that the goods contain no asbestos in any form. Many countries ban asbestos outright and require the declaration before certain goods clear — brake parts, gaskets, insulation, construction materials and machinery are the usual triggers, because those are the products where it was historically used.

Which shipments need one
Requirements vary by destination, and importers usually know their own country's list better than exporters do. Australia and several Gulf and Asian states are the ones exporters meet most often. The safest approach is to ask the buyer whether their customs authority expects one before shipping, because producing the declaration after goods have arrived means the container waits.
It has to name all six regulated forms
Asbestos is not one substance. A declaration that says free from asbestos is weaker than one naming chrysotile, amosite, crocidolite, tremolite, actinolite and anthophyllite, because the named form is what a regulation lists. Customs authorities that have been shown vague declarations before tend to reject them.
You are certifying, not guessing
This is a statement of fact made by the exporter, and knowingly false declarations carry penalties in most jurisdictions. Where goods are manufactured by someone else, get the confirmation from the manufacturer in writing before signing. A supplier who cannot confirm it is telling you something worth knowing.

+Which countries require a non-asbestos declaration?
It varies, and the list changes. Australia enforces it strictly, and several Middle Eastern and Asian countries require it for machinery, vehicle parts and building materials. Ask the importer, since they deal with their own authority routinely.
+Does it need to be on letterhead?
Usually yes, signed by someone authorised to bind the exporter. Some authorities also want it notarised or endorsed by a chamber of commerce, so confirm the format expected before shipping rather than after.
+What goods most often need one?
Anything where asbestos was historically used: brake pads and clutches, gaskets and seals, insulation, cement board, roofing, and second-hand machinery or vehicles. Used equipment attracts particular attention because its components predate the bans.
+Can I issue one for goods I did not manufacture?
You can, but you are taking responsibility for the statement. Obtain written confirmation from the manufacturer first and keep it, because that is what supports your declaration if it is ever questioned.
