Notification comes before movement
The movement document is only half the process. Before any shipment, the exporting country notifies the importing and any transit countries, and written consent must be obtained. Shipping on a movement document without completed notification and consent is illegal traffic under the Convention, not a paperwork shortcut.
Signed at every handover
The document is signed by the exporter on despatch, by each carrier taking custody, and by the disposal facility on receipt. The facility then certifies that disposal has been completed. That chain is what allows a consignment to be traced, and a gap in it is treated as a compliance failure by every authority involved.
Disposal, not recovery
This document covers waste going for disposal operations. Waste destined for recovery or recycling is handled under the companion form and, in many jurisdictions, a different consent procedure. Choosing the wrong one misdescribes the shipment to every authority that reads it, so confirm the intended operation before preparing anything.

An international treaty controlling movements of hazardous waste between countries, requiring prior notification and consent and the tracking of shipments from origin to final disposal.
+What is the difference between Form 6 and Form 9?
Broadly, one accompanies waste destined for disposal and the other waste destined for recovery. The distinction affects which consent procedure applies and how the receiving facility must certify completion.
+Do I need consent before shipping?
Yes. Written consent from the importing country, and from transit countries where required, must be in place before the waste moves. The movement document does not substitute for it.
+Who keeps the completed document?
Copies go to the competent authorities of the countries involved, and the exporter, carriers and disposal facility each retain one. Retention periods are set nationally and are typically several years.
