[03]About this document

Recovery is treated differently from disposal

Because recovered material has value and re-enters the economy, several regimes apply lighter or faster consent procedures to it than to waste going for disposal. Some material moving between certain countries qualifies for a general notification covering repeated shipments. The lighter treatment only applies if the operation genuinely is recovery, which is why the description matters.

The custody chain still has to be complete

As with disposal movements, the document is signed at each handover and finally by the recovery facility, which certifies that recovery has been completed. Authorities in the exporting country rely on that certificate to close the file. An uncertified movement is treated as unaccounted for, regardless of what actually happened to the material.

Describe the material accurately

The waste codes, the physical characteristics and the intended recovery operation all appear on the document and are checked against the consent. A shipment that arrives described differently from the notification can be refused entry and returned at the exporter's cost, which for hazardous material is expensive and slow.

+What counts as recovery?

Operations that reclaim value — recycling of metals or organics, solvent reclamation, regeneration and use as a fuel among them. The applicable list is set out in the Convention annexes and mirrored in national law.

+Is consent still required for recovery shipments?

Generally yes, though some routes and materials benefit from simplified or general notification procedures covering multiple shipments over a period. Which applies depends on the countries and the material.

+What if the receiving facility cannot complete recovery?

The exporting country is normally obliged to take the material back, at the exporter's cost, within a set period. This is the practical reason to verify the facility's permit before shipping.

+Can one document cover several shipments?

The movement document accompanies a single movement. A general notification may cover multiple movements over up to a year, but each individual shipment still travels with its own document.
