Importer Security Filing (ISF)
Ten data elements US importers must file at least 24 hours before ocean cargo is loaded abroad.
It is known as 10+2: ten data elements from the importer and two from the carrier. It applies only to ocean cargo going to the United States. It does not apply to air, truck or rail.
The deadline is 24 hours before the cargo is loaded at the foreign port, not 24 hours before it arrives. So you have to collect the data while the goods are still being packed overseas.
The penalty is up to $5,000 per violation. A shipment with no filing can be held for examination on arrival, and those days come out of your free time.
