Importer Security Filing (ISF)

Ten data elements US importers must file at least 24 hours before ocean cargo is loaded abroad.

Known as 10+2 — ten elements from the importer and two from the carrier. It applies to ocean cargo bound for the United States and to nothing else: not air, not truck, not rail.

The deadline is 24 hours before loading at the foreign port, not before arrival. That means gathering the data while the goods are still being packed on the other side of the world.

Penalties run to $5,000 per violation, and a shipment without a filing can be held for examination on arrival — days that come out of your free time.
