They tie a line on a packing list to something physically identifiable. On LCL, where your pallets travel with other people's and are separated at a container freight station, they stop being administrative and become the mechanism by which the right goods come out.
“As addressed” is acceptable only where the packages genuinely carry the consignee's address.
