The packaging by itself, or the empty container's own weight.

Gross minus net. Worth stating separately where packing is heavy — timber crates, steel frames — because it explains a gross weight that would otherwise look wrong for the goods declared.

For a container, the tare is stamped on the door: roughly 2,200 kg for a twenty-foot box and 3,800 kg for a forty-foot. That figure is what turns cargo weight into verified gross mass.
